The absence of releases signals that more than anything.

Uninitiated users can't judge if those commits are in a remote area of
the project or not. Is it alive or twitching ? :-)

Too noisy. The site is for new users, go find your own news is not a
good look.
The point of a news section is to have a concise channel for
authoritative communication that is widely viewed.
