[fpc-pascal] Free Pascal and Lazarus Nightly Builds

I try to keep on top of changes.patch, but if it's failing I may not notice
right away. I'll validate the current version with changes.patch, update as
needed, and post the result to this thread a little later today.

Just for everyone information, changes.patch makes the local Lazarus
directory the default configuration folder if --primary_config_path isn't
passed as a flag. It also reduces the size of a few tool windows and
re-arranges labels on the about screen to accommodate the different splash
background which has the words "Nightly Build" affixed. These are all minor
changes.
