The dos version yes. The windows version should work in a NT commandshell.
In the future such DOS-shells will disappear from the

In NT/2000 they haven't vanished, but there are some limitations.
Don't forget there is a fundamental difference between a "real" dos shell,
and a commandline interpreter. Not everything that isn't GUI is dos.

If that is a win32 version, it should start a win32 console box.
