The compiler certainly is. See the pas2jsdesign package. I do all my
development for pas2js in Lazarus. It's easy and works better than in Delphi
for coding. There is no design support (yet).

The http://wiki.freepascal.org/lazarus_pas2js_integration page describes the
integration. I did some updates.
