[fpc-pascal] Is Online Package Manager not a standard part of Lazarus?

OK, after navigating around fpcupdeluxe I found a button on tab "Modules" which
installed OLPM when clicked.
So now I have it in the menu.
Wonder why it was not part of the original install?
