[fpc-pascal] libjpeg, libjpeg-turbo - pascal bindings

Hello,

Has anyone ever met libjpeg or libjpeg-turbo (by IJG) pascal bindings
(for dynamic libraries)?
The most commonly used PasJPEG doesn't meet the requirements.

If there's none, would it be useful to add them to FCL? (there's a
binding for libpng anyway).
