[fpc-pascal] Why is Random(255) some 529x slower compared to Delphi 7?

That sounds perfect to me, but now will the FPC team accept such a
patch (with their double standards and all)? I don't mind implementing
such a change, but let me know first if I will be wasting my time or
not on a patch that will probably never be accepted.
