[fpc-pascal] Contrib Section Spam

Someone should lock off that section of the website.. temporarily.

It is getting spammed and filling up the database fast.

Maybe just temporarily lock it off and keep the other sections open (i.e. do not
allow posting).

The sections like Internet/File Handling/etc. haven't been spammed because
Miscellaneous is the default section that the spammers use in the drop down menu
it seems.
