Something is wrong with your -Fu's still. It seems it uses a different fpc.cfg

The $1 references come from the original fpc.cfg, before the path is replaced by the 
installer with the installation path.

Are you sure you checked C:\FPC\2.0.0\bin\i386-Win32\fpc.cfg ?
