If you go to <http://www.freepascal.org/sdown.html>, you can choose 
between several mirrors world-wide. Try a different one from the main 
site, because that ftp server is almost always full.

It means that if you are not subscribed to the mailing list (fpc-pascal 
is a mailing list), you should mention that (like you did now). 
Otherwise, people just reply to the mailing list, which means that the 
answer will only be sent to all subscribers, but not to you (since 
you're not on the list).
