While changing the software used for the community forum is one thing I
suspect that most developers here won't be very happy if we'd abandon
the mailing lists. I personally - and some others as well it seems -
prefer them much over any forum. What could be a possible "compromise"
as was already suggested by Graeme is a NNTP system as a backend and a
web based (forum like) front end for those users that prefer a forum.
Note: I'm just a compiler developer and not a manager of the site. So
this is just my own opinion.

I don't mean the "S" in the sense of English grammar rules. There is
some encoding problem with your mails and I'm not the only one that sees
