[fpc-devel] I've asked this before, but perhaps I wasn't specific enough that time: what do I *personally*, specifically need to do to ensure that a native Windows 64-bit build winds up on the FPC website for the next release?

It's not a realistic concern in actuality. There's a reason almost every
other compiler just continues to generate x87 FPU instructions on x64
Windows when appropriate the same way they do for whatever other platforms
are supported.
