At least the mingw binutils are still maintained: http://sourceforge.net/projects/mingw/files/MinGW/Base/binutils/binutils-2.22. The same goes for "make" (FPC 2.6.x has problems with make 3.82 though, not specific to Windows/mingw) and gdb at least. Which abandoned tools do you mean?
