Here's my problem:

I cannot create local documentation for LCL, with links into RTL and FCL 
  (...unknown: #rtl...).

This seems to boil down to missing .xct files, which I couldn't create 
either (on Windows).

They could be generated from the xml files as well, or even better: from 
the collection of generated entries - since links to nonexisting targets 
are not really useful.
