It also seems that current Delphi versions support unicode resourcestrings: http://qc.embarcadero.com/wc/qcmain.aspx?d=3427 (at least that issue has been closed as resolved), so it should be fixed in FPC. I'm not aware of anyone working on it though.
A bit of googling on "delphi unicode resourcestring" shows this as an example of a workaround: http://dybdahl.dk/dxgettext/docs/online/gettextfunction.html
