You are right, that's why the snapshots are not up to date. The problem has already been flagged to the developers- not fixed yet. By the way, for people who are really desparate to use the very latest compiler/rtl, the daily snapshot does its best - it's often only the _full_ snapshot build with ide and other stuff that is broken - there is usually an up to date compiler & rtl snapshot v21 and v20 on ftp ftpmaster.freepascal.org /snapshot, called base*.zip - there is one there today (1th Aug). It has just the win32 compiler & the rtl files - they have to be copied into the appropriate place in your fpc installation.
