Unfortunately it made no difference. I disabled UAC completely, 
rebooted the Win7 system. The ran the webserver app. Same problem. :(

I'm going to take a look at TIOStream's code, or try and use TIOStream 
directly, and see how that code.  Damn Windows! ;-)
