[fpc-pascal] Location of fpvectorial

The author has retracted fpvectorial from FPC after the 2.4.4 release,
afaik because he wanted to access some utf8 units of Lazarus from
fpvectorial. I'm not sure if that is a temporary thing or not.

Its compilation in snapshots on the 2.6 and 2.7.x branches has been
disabled.
