[Pas2js] LFM-to-PAS on-the-fly

When you compile a project with a webform, an error occurs just because the
pas2jsdsgn_plus.rar (the modified pas2jsdsgn pas2js package) uses the WEBLib
library (from TMS Web), we can not release WEBLib in this package.
