As I see it: it is not organized at all. 
It's up to you (you = all people here) to organize yourself.

So how can we help so you to get organized ? 
Do you need webspace? 
do you  need a central repository (for example access to the pas2js SVN repo), 
do you need explanations on how to contribute ?
What approach is better: the one of warleyalex, yours..  (an open question for me)
Can they be combined somehow ?
