[fpc-pascal] Websocket

Hi Sven, the patch now runs clean on both Linux and Windows.
It contains:
packages/fcl-web/src/websocket/fpwebsocket.pp
packages/fcl-web/src/websocket/fpwebsocketclient.pp
packages/fcl-web/src/websocket/README.md
packages/fcl-web/tests/wsshutdowntest.pas
Run tests also with parameters:
./wsshutdowntest
./wsshutdowntest --pump-first
./wsshutdowntest --interrupt-race
Notice also the note in the readme that server side could benefit from a
similar update.
