[fpc-pascal] FPC 3.2.4 for ppc64le

Can I also suggest an x86-32 tarball, as I'm tracking an apparent inaccuracy
in the 64-bit math library not present in the 32-bit version,

It's still present in the 3.2.4-rc1 64-bit release but I haven't been able
to verify its absence in the 32-bit build and see no README on how to build
it in the source directory

just two tarballs fpc-* and fpcbuild-*
Presumably fpcbuild is a build system for fpc but a small README or pointer
to instructions would be welcome.
