[fpc-pascal] How to read the 'a_quick_guide_to_fpgui.ipf'

I have googled for a reader for this format but can't find one.
I found a web page claiming to read this format but it didn't work.

Am I misunderstanding something? The file is under /docs/quick_guide  in
the repository. for fpGUI on github.
