[fpc-pascal] Command Line compiler

Hello,

I've encountered a problem with the command line version of the compiler for OS/2.  It only
appears to occur when the compiler attempts to recompile sub-units and the source code 
is on a FAT formatted hard drive.  When the source code is on a HPFS or JFS formatted drive, 
the problem doesn't appear.  The versions of OS/2 doesn't appear to matter, as I've 
encountered  the same problem with OS/2 Warp 4, 4.5 and EComStation 1.2.
