That file's missing, something's obviously badly wrong with the Rpi
filesystem etc.: I strongly suspect that somebody did an incautious
update/upgrade/dist-upgrade.

p.s. Currently looking at an x86 Android tablet, appears to have a
significant amount of ARM code run by emulation.
