I've read your comment on Mantis. Things like this are better discussed 
in the mailing list :)

Can it be that you called make with INSTALL_PREFIX=C:\Develop\FPC\pp\ ? 
If so then please remove the "\" at the end. The makefiles don't like 
it... (coming from the Unix world they treat "\ " as " ")
