[fpc-pascal] what compiler is needed to build a 2.7.1 cross-somewhere compiler

Ok, if I want to build a 2.7.1 cross-arm-wince (or any other cross),  
then I first need a native fpc (in my case a win32-i386)


Does the native compiler have to be (or should it be):
* 2.6.2
* 2.7.1 of the same revision
