[fpc-pascal] Two and one compliment converting functions

Hello,

Does FPC contain any functions to convert between One Compliment
(http://en.wikipedia.org/wiki/Ones%27_complement)
to Two Compliment (http://en.wikipedia.org/wiki/Two%27s_complement)
and vice versa ?

I ask this before I'll implement it on my own :)
