[fpc-pascal] Free Pascal 2.6.2 rc1

The installer (fpc-2.6.2rc1.i386-win32.exe) will not run under Win9x.
Is it possible to build an installer with (I guess) a previous version
of Inno that still supports Win9x (as was done for Lazarus 1.0)?
