[fpc-pascal] debian control files for fpc

You need the fpcbuild archive that is in the same location (and that contains above debian dir, fpcsrc,
fpdoc etc)
 
fpcbuild is a releease engineering repository that has links to the normal
fpc repository (as fpcsrc), the docs , logs etc.
