[fpc-pascal] Why is Random(255) some 529x slower compared to Delphi 7?

And me. I don't see anything in a manager-record solution for this.

I'd be happy to have a random package in packages/ with a bunch of random
mgrs, but I don't see the urgent need to make this default if a better
solution is already there.

It is like the fast trunc/round discussions over again.
