The best place to ask about this is on the fpgui newsgroups, which are 
hosted by opensoft.homeip.net

Discussions took place in the fpgui.support group in 2008 (June and 
December) and you can probably still access those messages from the 
news server.

To summarize what was said there:
- carbon was started but abandoned in favor of cocoa
- cocoa was reported as "mostly working" but "very incomplete" in 2008, 
however there hasn't been any mention of it since
