[fpc-pascal] TMultiReadExclusiveWriteSynchronizer is wrongly implemented

I hope it isn't based on the Delphi one. Last time I heard the Delphi implementation suffers from occasional dead locks.

So any such implementation should be reviews very thouroughly. ;)

It's not incorrect, just inefficient.
