If he said that, he is totally braindead and doesn't have a clue about
what he is talking.
And also, ECO doesn't work on win32, it requires .NET :)

I found the thread, and it was a comment about tiburon and circular
reference, the guy seems to be a Capable object person, and he comments that
in .NET is NameSpace and in Win32 is only unit names.
