That's guys for all you comments. I think this sums it up nicely.
For me, Free Pascal now seems like the best choice for the job.
My main concern was that PHP does something radical that CGI (no
matter the language) couldn't, or that PHP is a lot faster than CGI.
With all the posts, I guess now there is no reason for concern.
