[fpc-pascal] DateToStr in arm does not work!

Maybe I'll try (I supposed it can be compiled natively), but then, 
what's the purpose of a "stable" and "beta" fpc release if we have to 
leapfrog to the next devel version? (or I'm just confused by the release 
numbering and 2.3.1 is not the next devel version?).
