[fpc-pascal] Compiling fpc inside scratchbox

To my knowlede nobody has looked at this yet. However, such a toolkit is 
much less necessary for Free Pascal, due to its smartlinking approach (it 
could still help in case of interfacing with C libraries).

What exactly do you want to do that is not possible by default?
