[fpc-pascal] Who applies patches for FPC

Maybe in the source version the patch is included but i've downloaded 
current compiled version from
"ftp://ftp.freepascal.org/pub/fpc/snapshot/v21/i386-win32/fpc-2.1.1.i386-win32.zip" and it isn't
included.
