[fpc-pascal] ParamStr(0) buggy?

Version 2.1.1 did it.

BTW: in

ftp://ftp.freepascal.org/pub/fpc/snapshot/v21/i386-win32/base.i386- 
win32.zip

is Version 2.0.1.  Is this correct?
