[fpc-pascal]there is a problem in fpc daily binary snapshot

The date of the snapshots is from 1-jun. Since then the daily win32
snapshot building is broken. Only John Lee has access to the PC that
builds the win32 snapshots. He can maybe tell why there are no recent
win32 snapshots.

v11 is a symlink to v19 to not break existing links to the snapshots.
