[fpc-pascal]Wiki

[Florian Klaempfl]

After several discussions, we decided to install a wiki dedicated to
FPC. Depending on the usage, we'll decide if it will get a part of FPC's
web site.

The purpose of this wiki is:
- being a knowledge base for developing with FPC
- documenting stuff which doesn't fit into the docs like rtl or compiler
internals
- documenting stuff which isn't in the docs yet
