[fpc-pascal]RTC for FPC

Hello

I translate rtc.h and a big part of the demo available in
/usr/linux/Documentation/rtc.txt. 

With rtc.pp you can get a precise timer using interrupt 8 (Real Time
Clock). The demo show that and also how to set an alarm using RTC.

If an FPC team member want to add this to the FPC distribution, feel
free to do it. I don't know where to put this on the CVS and in fact I
must learn how to use CVS from emacs before :)
