[fpc-pascal]Minimum FPC requirements on LX

Hi all,
Thanks for the feedback.
I now have it running perfectly on zipslack, all I needed to add was
binutils, though I also added a bunch of other stuff like tcl/tk (for my PTK
work) etc.
