I'm confused.  The download links on the U.S. mirror at
http://www.us.freepascal.org/down-win32.html
all point to ftp://ftp.freepascal.org/...
as do the links on the master site
http://www.freepascal.org/down-win32.html

If the mirrors are to do what is intended, shouldn't the FTP links
be adjusted accordingly?
