turning off quick-edit mode does not help, however, i played around, and
checking "discard old duplicates" under the options tab of the shortcut
properties worked.  thanks for the help - because of you i decided to tweak
a bit more.

Did you try to turn off quick-edit mode in the shell options ? Then
Windows2k/NT doesn't grab control of mouse movements (because actually it
has to to provide the quick-edit functionality).
The difference between NT4 and 2k+ is that it's turned on by default on the
second while this is not the case on the first (iirc).
