Unix implementation also returns UTC time, i.e. fpgettimeofday returns
seconds since Epoch, which gets converted to TDateTime.

Don't mind another poorly chosen name "EpochToLocal", which in reality is
more like "UnixToDateTime".

Is there an issue I'm just not seeing?
