[fpc-devel] aarch64-linux: PATCH: add aarch64-linux to packages/ tests/ utils/

This patch adds stuff for aarch64-linux to packages/fcl-res,
packages/rtl-extra, utils/fpcres/, and tests/webtbs/tw11563.pp.

With this patch some fairly respectable test results can be obtained:

Compilation failures = 7
Compilation that did not fail while they should = 4
Failed runs = 27
