You are right I always are unsure about the correct terms here.

I feel like throwing up when I am supposed to use the Term ANSIString 
for things potentially being encoded as UTF-8,  UTF-16 or such, which 
for me is the contrary of "ANSI".

That is why I avoid using this term altogether, which might be a source 
of ambiguity.
