Similar with Lazarus.

At the moment a developer needs to know if a certain function (s)he uses 
is located in the LCL (so "ANSI" strings are to be assumed to be UTF8) 
or in the RTL (here "ANSI" strings might be coded in locale-depending 
ANSI or whatever)
