I did quite a lot of work on serial.pp for unix a year or so ago, and 
added/changed a number of functions since they'd been implemented in a 
way that didn't work. At the same time I contributed a Windows 
implementation, although I've not tested that as heavily as the unix one 
which I use regularly.

I'd suggest comparing your code with what's in 
http://bugs.freepascal.org/view.php?id=18946 so that if it's ever 
accepted all of the functions are consistent.
